Sir,
I have the honour to acknowledge receipt
of your Secret despatch of September 13th, relative to
silver subsidiary coinage of this Colony. Since you
informed me that you would communicate with me by telegram
as to whether the Lords of the Treasury agree to your
proposals I awaited the receipt of a telegram, but as

none had reached me I enquired by telegram on the th,
instant whether you desired an expression of my views,
since the last paragraph of the letter from Sir H.Just
to the Treasury (which forms an enclosure to your despatch)
states that a copy is being sent to me in order that I
may telegraph whether I concur in the scheme. In accordance
with your instructions I have the honour to submit them.
The scheme consists in the introduction

of a new subsidiary coinage, sufficient quantities of
which will be issued to meet the needs of the Colony in
exchange for the present legal tender but precautions
will be taken to prevent an influx of Hongkong coins
from China. After a period of say seven days the existing
legal tender Hongkong subsidiary zsinage silver coins
will be declared to be no longer currency, and their
importation &
